Paolo Ruffino

I work across Italy and the Netherlands in transport economics and the socio-economic appraisal of infrastructure plans and investments.

I am a senior advisor at Haskoning, where I coordinate a team of welfare economists and lead Italian market development. My work centres on Social Cost-Benefit Analysis (SCBA), socio-economic impact assessment and large-scale strategic planning.

I hold degrees in International Development Sciences (Università degli Studi di Torino), Environmental and Economic Sciences (Utrecht Universiteit) and Urban and Regional Planning (Universiteit van Amsterdam).

I have contributed to appraisal methodologies now applied in the Netherlands and Italy to inform public investment decisions. My mandates come from national ministries, regional authorities, European institutions and engineering firms, covering public transport systems, cycling networks and urban regeneration programmes, assessed through quantitative modelling.

I founded and directed the Italian office of Decisio, a Dutch economic consultancy, transferring the SCBA methodology to the Italian market. That experience underpins my current work at international scale.
